I think I've finally found the cabinets I've been searching for my whole life; Rousseau is everything I've ever wanted in garage storage and more. They are in a league of their own in almost every department, especially when you consider how many options you have. I've done a few orders with them personally, and I can tell you their tolerances are unmatched; everything's flush and fits perfectly. There are no runs or nibs in the powder coating, no scratches, just pure perfection!
Think of the cover panel as the trim in your house; it covers up the transition from lowers to uppers and makes it look much cleaner. There are a few different types of cover panels, some of which are compatible with Tech Uprights and some that stand alone. I think everyone should have these; they just look good! Rousseau made a really good guide on installing these, which you can download here.
The power panel is exactly the same as the Cover Panel in function, but it comes with a pre-installed outlet. There is a cord on the outlet to plug into a standard 120v outlet behind the cabinet. This is only compatible with Tech Uprights. So make sure you're getting the right one.
